PUBLIC NOTICE
REQUEST FOR PROPOSALS
The City of Bogalusa, Louisiana, through the LACPC – Louisiana Municipal Departments Group Purchasing Organization, seeks software and professional services to implement the following software application modules:
**utilities, property taxes, and occupational licenses**
Proposals must include an annual software subscription, professional implementation of services, and ongoing software support and maintenance, including enhancements, fixes, and updates. The desired modules should be part of a larger suite of applications that can be added as desired or necessary.
Time is of the essence. Product / Price List offers must be submitted by 10:00 a.m. on September 18, 2026, through the official LACPC electronic portal
https://lamats.easibuy.com (LaMATS eAuction & Bid Services). The project schedule includes a desired implementation date no later than October 10, 2026.
Bid packets will not be mailed, emailed, or distributed in person. Proposers must register at

The city reserves the right to reject any or all proposals. Offers received after the deadline will not be considered. Following the opening of offers, each offer’s name will be pasted onto the electronic document at
https://lamats.easibuy.com and registered proposers will receive email notice that the Notice of Receipt of Proposals is available for review.
The city is seeking advanced, innovative software that is cost-effective and easy to support. If, after evaluation, more than one software and services offer is deemed acceptable, the City reserves the right to request best and final offers on prices and/or services. As described in the solicitation documents, an administrative fee will apply to sales of software and services under the resulting agreement.
The City of Bogalusa participates in the LACPC Municipal Joint Commission (LACPC). The resulting contract, if awarded, may be made available to other Louisiana municipalities and local governments through the LACPC – Louisiana Municipal Departments Group Purchase Organization (GPO). Terms and conditions governing joint-use or piggyback purchases or Louisiana agencies joining the GPO will apply.
